The election section is now called "Do Not Undermine Democratic Processes".[^2] Anthropic says it removed its blanket ban on personalised vote and campaign targeting, while deception-based voter targeting and misuse of personal data stay banned under other sections.[^1] MediaNama reports that Anthropic said the old blanket ban blocked legitimate civic work, such as nonprofits writing voter information in other languages.[^3]

## Weapons and surveillance

The weapons ban now explicitly covers "the software and components that make weapons work, as well as actions like arming drones and other autonomous vehicles".[^1] Tracking people without consent is banned, whether in real time or through previously collected data, as is building or improving surveillance tools.[^1] Claude also cannot be used to decide or recommend who to investigate, arrest or charge.[^1]

## High-risk uses

Anthropic says the rules for high-risk uses did not change: where a use could affect someone's health, legal rights, finances, livelihood or essential services, a qualified human must be able to review Claude's recommendations, and the affected person must be told AI was used.[^1]

## What is not clear

Anthropic has not given examples of what counts as "needless" cruelty, or said whether breaking this rule can lead to account suspension, MediaNama reports.[^3]
